Mentioned in 18391209SSS_WHS: "Mr Scuddar Newman of Goshen with whom I presume you are acquainted called on me to head a petition for him as commissioner of Loans and Surplus revinew [revenue]. This I refused to do but signed some distance down. I have long been acquainted, done business with and know Mr Newman well. He is one of the most exact[,] careful and precise men in all his affairs I ever knew. He is a man of good judgement and I have no doubt would make a safe[,] good commissioner if appointed."
