Charles Eames was born in Massachusetts, and graduated from Harvard College. He served as a counsel for the navy department and as an associate editor of the Washington Union. Under President Polk he negotiated a treaty with the Hawaiian Islands, and under President Pierce he was named minister to Venezuela.
