Biography

Sir Henry Howard was born in England. He married Cecilia Riggs, with whom he had 5 children. He began serving with the Diplomatic Service in 1865. He held the office of Envoy Extraordinary and Minister Plenipotentiary to the Holy See between 1914 and 1916.
