Biography

He was a Brevet Major and wrote a book called History of the 114th Regiment, New York State Volunteers. He was immensely involved with that regiment throughout much of the Civil War. Pellet became the U.S. Commercial Agent (Consul) in Sabanilla from 1866-80. He was the U.S. Vice & Deputy Consul in Barranquilla, 1893-99.
