Biography

He served as a Whig politician in Congress representing North Carolina during the 1830s-50s with several terms. He moved to California in 1853 to practice law and there he appears to have befriended SSJ. In 1862, Lincoln appointed Stanly the military governor of eastern North Carolina with the rank of brigadier general. Stanly resigned this position a year later because he was pro-slavery and disagreed with the Emancipation Proclamation.
