Biography
Charles E. Hay was the brother of John Milton Hay, a private secretary to President Lincoln and later the Secretary of State. Charles served in the US Army. He is referenced in Fanny Adeline Seward's diary of 1862-1863 as John's younger brother; Fanny thinks it unpatriotic that John is not actively serving as his younger brother is.
