Kentucky Attorney and Civil War veteran. Elected to Kentucky Senate in 1863. Republican politician and Unionist. Appointed by President Grant as the first Solicitor General of the United States. Quit in 1872 to become counsel for Texas & Pacific Railroad. In 1874, he became U.S. Secretary of the Treasury.
