Biography

Marc-Antoine Geoffroy was the French Charge d'Affaires in Washington in the Spring of 1864, during a tumultuous period of foreign relations between France and the United States. France wanted its claims over Mexico validated, while the U.S. refused to acknowledge the overthrow of a republican state by a foreign monarchal power. France also attempted to move tobacco produced in the South down the James River for export, but was refused passage, causing additional tension. Secretary of State William Henry Seward documents this tension in a telegraph he sent his son, Assistant Secretary of State, Frederick William Seward, dated April 12, 1864.
