Rachel Ann (Hall) Slack was born in Maryland, the daughter of Richard Hall of Baltimore. She married William Bond Slack, a quartermaster based at the Marine Barracks in Washington, DC. Frances "Fanny" Seward references her in attendance on an excursion in the transport ship "Ascutney" in her 1866 diary.
