James Madison Cutts Jr. was the son of James Madison Cutts, a treasury department employee. He served in the Civil War and received the Medal of Honor for his actions in May 1891. He was dismissed from the army in 1868 and served in several government positions afterwards.

Cutts is mentioned in Fanny Seward's 1862-1863 diary, where she writes that he is "a young captain... tall with dark hair"
