My dear Henry
I Observe a bill has passed the house
of Assembly for reducing Interest to Six
percent I also observed that Mr Spencers
Arguments that the farmers of the State
Could not stand the present rate of Int.
had a powerfull effect on the house
Now as far as I am acquainted the reverse
is the Case There are more far-
mers who borrow at seven percent and
are making Money rappidly and
buying farms at seven PCT than any
Other Class of Citizens — In fact I know
that at seven percent there is not
a supply of money can be got to an-
swer the demand ^of^ business men who
are growing rich in their pursuits
The effect of su[ ch ]
Reason: a law would be
to change the Current to other pursuits
Call in the Capital and Cramp the
the interprising business men who ^are^
pleased and Accomidated by their
present loans
My dear Wm will you give me
some information on the road questi-
on — Is the Cost of the former suit
settled on & Collected I have understood
that the returns of the Judges to the last
[ Cerciorari ]
Alternate Text: Certiorari is not made — And I am
Confident I never can be Unless you
and Mr Van Duzer
Will you have the goodness to get
the original and Mr V D minutes
and make it out — If any papers
or Affidavits are wanted or any
thing else that I can do let me know
and I will att[ en ]
Reason: d to it Yours
Affectionately
