British politician, entering the House of Commons as a Whig Member of Parliament (MP) in 1831. President of the Board of Trade under Lord Palmerston from 1855 to 1858 and Postmaster General under Lord Palmerston and then Lord Russell from 1860 to 1866. Established the Post Office Savings Bank in 1861.
