Born in Mississippi, Charles LaDiolans Council Rogers Bass, Jr. was the son of Eugenia Patience Bass and Colonel Charles Bass. After the death of his father, Eugenia and Charles moved to Washington DC where Eugenia would later marry Italian ambassador to the United States Joseph Bertinatti. He is first mentioned in Frances Adeline Seward's 1866 diary wherein him and his family dined with them in their Washington home.
