Biography
Joseph Scott Fullerton was born in Chillicothe, Ohio. He graduated from Miami University in 1855 and from Cincinnati Law School in 1858. Soon after moving to St. Louis, Missouri, he was appointed with others by the U.S. President to a committee that oversaw the military affairs of the Department of the West. He entered military service for the Union in 1862 and quickly climbed the ranks from Private to General. In May 1865, he was assigned to assist with the establishment of the U.S. Freedmen's Bureau. Under President Johnson, he served as acting Military Secretary. He resigned from active service in September 1866 and was appointed Postmaster of St. Louis, Missouri. Frances "Fanny" Seward references him in her 1866 diary in attendance in President Johnson's "Swing Around The Circle" tour that stopped in Auburn in August 1866.
