Sir Robert Phillimore was an ecclesiastical Lawyer and the last Judge of the High Court of Admiralty from 1867 to 1865 in London. He wrote multiple books in the study of International Law and British domestic law, as well as some writings pertaining to the church, and a memoir. He is mentioned in a letter from Clarence Armstrong Seward to Frederick William Seward in 1865.
