My dear Jennings,
I have your letter of the 27th March. I fear that the sensitive-
ness of the public mind would not tolerate the measure you propose. It would
be seized upon and prevented especially just now.
The plan is a good one, but all the disappointed persons in the
State are looking to find some cause of public offense with me.
We have had a season of trouble here about the Registry act. It
is well over. I will draw upon Mr Cary's
account of it. You have no idea how completely I am swamped in business.
All well.
