My dear Henry
I Observe a bill has passed the house
of Assembly for reducing Interest to Six
percent I also observed that Mr Spencers
Birth: 1788-01-08 Death: 1855-05-17

Now as far as I am acquainted the reverse

mers who borrow at seven percent and
are making Money rappidly and
buying farms at seven PCT than any

a supply of money can be got to an-
