Biography

JCS was Sec'y of State to Seward in New York from 1839 - 1841. Over 125 letters exist in RBSC. Most references to "Spencer" are likely to be JCS. JCS was Chairman of the Anti-Masonic National Convention in 1831, the first convention to nominate a candidate for President and Vice President. He was also the Secretary of War under President Tyler, 1841-1843; Secretary of the Treasury under President Tyler, 1843-1844.
