My Dear Gov
Mr Philpot
is about to remove to Rochester in consequence of which
there will be a vacancy in the Office of Notary Public.
This office should be given to Mr. Ralph Chapin
Teller in the U B. Bk. Mr. Chapin is a most worthy
man, generally esteemed and respected. he has been
without any fault of his unfortunate in business
and has a family to support. withal he has been
afflicted with sickness, and the small emoluments
of this office would be the means of adding to
his comforts and happiness. I hope you will give
the office. Mr Sibley
would all our citizens. I was applied to by Mr
Anderson
Reason:
he is a young man not over stocked with intellect
and has no claims for the Office. Chapin does
good politically. Anderson cant help in any way
There need be no hesitation between them.
Since my return I have been clearing off the
rubbish of last winter in the office. Lizette
engaged with some dozen Negroes of both
